महाराष्ट्र के नक्सल प्रभावित जिला गढ़चिरौली में पुलिस अधीक्षक रहते हुए आईपीएस अफसर नीलोत्पल ने यह अभियान शुरू किया. उनका मानना था कि शिक्षा ही नक्सलवादी को रोकने का सबसे मजबूत तरीका है .इस जिले में अब तक 73 लाइब्रेरी चल रही है इस में 8000 बच्चे और युवा फ्री में पढ़ाई करते हैं. यहां किताब में प्रतियोगिता परीक्षा सामग्री इंटरनेट और ई लर्निंग की सुविधा है .यहां पढ़ कर अब तक 205 युवाओं को सरकारी नौकरी मिल चुकी है. नक्सलवाद को हटाने में यह अभियान में प्रमुख भूमिका निभा रहा है

While serving as the Superintendent of Police in Maharashtra’s Naxal-affected district of Gadchiroli, IPS officer Neelotpal started this campaign. He believed that education is the strongest way to stop Naxalism.
So far, 73 libraries have been set up in this district, where around 8,000 children and young people study for free. These libraries provide books, competitive exam materials, internet access, and e-learning facilities.
By studying here, 205 youths have already secured government jobs. This campaign is playing a major role in reducing Naxalism in the region.
